If your problem is the PressureRegulator, it is located inside the "Tunnel Ram" intake manifold along with the multiport fuel injection system. Now,,, before I went through the trouble and expense of going into the Intake Manifold, I would run the EMC in Diagnostic Mode and see if there are any codes present. I replaced the distributor, cap and rotor, plugs and wires, ign module and coil, After I replaced them the plug for the oil pressure sensor shorted out on me and had to replace that and the sensor. The compression is good on all eight cylinders, fuel pump kicks on and builds up to the recommended psi.

Whenever I needed TDC was because I was working with a new motor that hadn't been timed yet. So I'd find TDC, and perform a "rough" time via turning the motor by hand and adjusting rockers accordingly.
